"Adoption" in the Austro-Hungarian Empire

If a child was orphaned in a small town in, say, 1880, in Transylvania in
the Austro-Hungarian Empire, and was taken in by a local family in the town
and he subsequently took their surname, would there be any sort of paper
trail documenting this? If not, how might he have been tracked, if at all,
by the government? Thanks.
