Seeking Surname SHEER Birth record Year 1901, difficulty finding birth records for Philadelphia

My grandfather Manuel Jacob SHEER was born 11/05/1901 in Philadelphia
PA and in 1901, there were only 2 synagogues which could have kept any
records according to my searches on ancestry.com. There is no easy way
to view the synagogue records. I've spent hours pouring through the 2
oldest synagogues Congregation Rodeph Shalom and Mikveh Israel Jewish
Congregation. I am unaware of any other place where it could have been
recorded.

Birth records for PA did not go into effect until 1906, would it still
possibly be recorded with the state that late?

His older brother Robert Sheer was born in 1900 in Rhode Island
according to the census records, and his parents were married the
prior year in 1899 (Harry Israel Sheer to Sarah Muffs). I can not find
their marriage records in the synagogues in Philadelphia, which is
where their family was known to have immigrated from Russia, the
Sheers went back and forth from Philly to New Haven CT and are buried
in New York area.

Any advise about how to obtain any birth records for my grandfather in
1901 is appreciated. I imagine I could check the synagogue in Rhode
Island for a marriage record but that won't help me to find my
grandfather's birth information. My mother thinks she remembers the
name of a street where they lived in Philly and some stories about my
great grandfather who left the family business to relocate to
Connecticut due to an allergy to horse hair which was the nindustry
that his relatives were in. Thank you!!

I do not know Pennsylvania/Philadelphia records but in New York we have
special or delayed birth records. Even though you grandfather was born 5
years before they started keeping records it is very possible later in life
he needed a birth certificate.

I would check with Philadelphia to see how they would have handled such a
request and if they have a separate file of certificates that were issued
years later.

In New York you find some that seem to correlate to when the child would
have started school or even 50 years later. If he ever filed for a passport
for example he would have needed proof of citizenship which is most often
his birth certificate.

In New York they estimate that up to a quarter of all births went unreported
because children were born at home with a midwife. It was her responsibility
to file the certificates but often they were local immigrants too with the
same language issues, fear of authorities, etc. as the immigrants themselves.

(http://users.rcn.com/pahraccess/PaHR-Access-countiesall.htm ) the
Births 1860-1915 are at the Philadelphia City Archives and also on LDS
microfilms

I checked the LDS catalog at https://www.familysearch.org/catalog/search
and found that the birth indexes are online!
