"adoption" in early 20th century Russia/Poland

My mother and her siblings lost their father as babies and my grandmother
remarried. Her second husband "adopted" the children and they took his
surname. This was in Poland or Russia. (They lived in both countries.) Don't
know the year but it would have had to be between 1905 and 1921 when they
came to the U.S. I have my aunt's passport which shows her using her
stepfather's surname.

So, was there legal adoption during that period in those countries?
