Question about the Social Security Death Index "Claim Date"

I have found a record on Ancestry.com in the database entitled Social
Security Application and Claims Index 1939 - 2007.
The information includes:

Name: Margarete Block
Birth Date: 12 Mar 1904
Death Date: 19 Aug 1988
Claim Date: 18 Dec 1968

Other records indicate that she was a widow at the time of her passing.

My question is: To what does the "Claim Date" refer?
Is it the date she made a claim on her husband's SS account?
Or is it a date that she made a claim on her own account?

Any input would be greatly appreciated.
