PINCHASIK family: Questions about Russian immigrant travel

1) Family story says that my grandfather, Feitel Pinchasik traveled back and forth
between the US and Lapitz, Belarus 3 times. between the years 1904 and 1912. I have
found 2 entries that are probably him. I have not found an entry for the third
trip. On the two forms I have found he answered the question Have you been to the
US before? with a NO.I'm assuming that he was lying on the second form. I'd
appreciate any references you might be able to share about the immigration laws at
that time that governed alien immigration and reentry and how people got around
them. Also I'd be interested in any first hand accounts of such trips.

2) One of Feitel's daughters, Selde (Zelda) left the US in the early 1930s. There
was a notation on her 1912 arrival manifest dated 4/28/31. I'm assuming that it
might be in reference to a reentry permit that she applied for. I am trying to
trace her return trip to Leningrad. Is there any way that I can find passenger
records of steamships leaving the US at that time?

If you search the on-line New York Times archives for that period, using
the search term "Shipping" you will find a daily feature entitled
"Shipping and Mails" with listings for ship arrivals and departures.
