World War II draft records

I've been trying to find the draft registration record of a man born in
Virginia in 1918. He died of drowning on Chesapeake Bay in 1945 at
the age of 27. I don't understand why he was not in the service -- he
was the right age, apparently healthy, separated from wife, no kids to
support. I found the 1942 registration cards of older men on Ancestry
but only have found cards of younger men from a handful of state, not
Virginia. Does anyone know of a way to get access to Virginia draft
