Are there lists of passengers departing from Cherbourg, France available?

I am specificlly interested in finding my father's departure from
Cherbourg to Buenos Aires in 1922 or 1923.

His name was Uri (Ire) SCHECHTER, SCHACHTER, SHECHTER or CHESTER.

Whether its a web resource or snail mail request, it will be of very
much help to me.
