Help with an SSD Record Application

I am seeking help please.

I mailed a request for deceased individual's SS record to 6401
Security Boulevard, 617 Altimeter Building, Baltimore, MD 21235.
410-965-1727, in December 2015. The application was for my
(Great-Aunt) Frances Simon born 1889 Russia - died July 1980,
residence 11434 Jamaica, Queens.N.Y.

I mailed the application recorded delivery and it was received 24th
December 2015. Since February 2016 I have phoned and emailed
regularly. I did get one answer, on May 4th, asking me to
re-supply the information, which I did, and since then have
heard nothing.

Is this normal? What can I do to progress this?
