Voter Lists in the Pale of Settlement

Does anyone know the qualifications for being included on a voter list in Kovno
Gubernia during the period from about 1880 to 1905? In Kavarskas, there are
about 100 names on the voter lists for 1880 and 1882 and nearly 500 names on
the Box Taxpayer List for 1877, only a few year earlier, so the qualifications
must have been different. Did people on the voter list have to own property or
have a trade? Or did the voter list include only those who voted, not everyone
who was eligible to vote? Any help would be appreciated.
