Palestine Under Siege

In its recent policies of blockade and extensive incursion in the
territories controlled by the Palestinian Authority, the Israeli
government headed by Prime Minister Ariel Sharon has placed the whole
civil society in Palestine under siege.

Over 450 nongovernmental organizations, eight universities, and numerous

other educational, civic, social, developmental and health institutions
have not only had their work impeded and their vital services to the
population blocked but have also been faced with intimidation, injuries
and destruction of their property while carrying out their daily
activities.

Many civilians including children have been killed. Over seventy
thousand
students and staff are barred from reaching their universities; medical
personnel have not been able to perform their duties; schools, mosques,
churches and hospitals have come under fire.

The actions of the Israeli government are not only vile, and
internationally and morally unacceptable, but they also pose a threat to

the present and to the future of a democratic and open Palestinian civil

society. They are fundamental threats to global peace, tolerance and
security. If the tragic attack on the Twin Towers in New York has
provided
a lesson, it is that civilians and civil life must be respected and
preserved.

The situation in Palestine has become very grave. The assassination of
an
Israeli cabinet minister (an act which was condemned by the Palestinian
Authority) should not be used as a pretext for the present Israeli
actions
against the civilian population.

Although the Israeli violations of human rights were rampant even before

the assassination of the minister - for example, targeted assassination
of
Palestinian leaders has been an official and declared policy in Israel
since the beginning of the present intifada - the present violations are
a
serious escalation.

For peace and security to prevail in the area, there must be an end to
Israel's policies of blockade and incursion - as a first step to end the

occupation itself. In the meantime, there must be an immediate and
effective mechanism for the protection of the Palestinian people under
occupation.

This is a responsibility that should be borne by the international
community - particularly by the West in its declared role as the leading

advocates for freedom and justice.

Israelis die in drive-by shootings

Israelis
died in separate gun attacks
as Israeli
forces were poised to begin a
pullout
from Bethlehem and another

Bank town.

Three people -- at least two
of them
civilians -- were shot dead
and 28
wounded, one seriously, when
gunmen
opened fire from a car in
Hadera, northern
Israel. The two gunmen were
shot dead
by an Israeli police patrol.

In another drive-by shooting
an Israeli
soldier was killed as he sat
in his car near
the northern West Bank town of
Baka al
Garbia.
