Basic Conclusions of the Investigation on the Policy of Genocide /
Ethnic Cleansing of the
Peaceful Population in the Autonomous Republic of
Abkhazeti

Dear Foreign Guests,
Ladies and Gentlemen,
Dear Compatriots,
Dear participants and organizers of the International
Conference-Seminar,

First of all I would like to express my deepest gratitude of honor
you have done to the
General Prosecution's Office of Georgia and invited me to your big forum
as one of the speakers.
Enjoying this great honor I shall try to speak frankly and objectively
about the results of the
investigations carried out by Georgian legal bodies in connection with
the tragic events in
Abkhazeti. Thus:
Almost six years have passed since the date of the Abkhazian
tragedy. During this period
many things: bitter mistakes, heroic and unequal fighting of Georgian
population against a horde
of mercenaries, absolutely unjustified and undeserved hatred towards the
Georgian ethos,
treachery of certain neighbors, especially the Northern ones, their
hostile attitude mounted
during the years of malice, and what's important, physiological
irreconcilability to the fact of
independence of Georgia - an unquenchable striving of the Georgian
people for long-awaited
freedom, have been newly seen, comprehended and experienced.
A wise man has said that time cures ail things but this is not the
case when time factor
may have any influence. The Georgians, and not only the Georgians,
expatriated from Abkhazeti
forcibly, day and night live with the hope of returning back to their
homes as well as the whole
Georgia, deeply believe that the time is not far distant when historical
justice triumphs and they
go back to their homes and together with Abkhazeti heal deep wounds of
the past, and going
through the hard and painful process of reconciliation restore again old
kindred and neighborly
relations, which were crushed by madness of Abkhazian separatists
incited by Russian imperial
forces which absolutely groundlessly opposed to the death of these two
brotherly and
blood-related nations.
The life showed that man-hatred and bloody policy of the
separatists served no good to
the Abkhazians themselves.
The unhappy results of this are obvious even today. They granted
devastation, starvation
to their own people. The separatists of the so called Republic of
Abkhazeti appeared to be in
the self-isolation from the other world as far as in spite of the passed
six years, no state in the
World has recognized it as an independent state; just on the contrary,
its existence has been
acknowledged only within the sovereign bounds of united Georgia, in
connection of which none
political or lawful document was drawn up at the summit meetings.
One part of the progressive Abkhazian population, which could not
stand Ardzinba's
regime, has left the country becoming refugees. Together with the
Abkhazians the residents of
other nations - Russians, Greeks, Armenians, Jews, Estonians etc. have
also become refugees,
to say nothing about those Georgians who have managed to avoid slaughter
and on fear of real
terror have been forced to leave their hearth and home.
Once the most beautiful part of Georgia Abkhazeti today represents
a place of rivalry of
certain clans, criminal gangs, drug-business, smugglers. There often
take place Mafia run-ins for
spheres of influence which as a rule end in bloodshed. One can see
ruined economy, paralyzed
transport, died away holiday life, destroyed infrastructure, mass
unemployment and poverty.
The people are starving and express silent protest against dictates of
Ardzinba and his company
- unhappy mood of no future reigns everywhere. Here and there one can
feel regret about the
happened and nostalgia for the murdered or banished Georgian relatives
and neighbors.
Dear Sirs, after tragic events in Abkhazeti the Government of
Georgia together with
legitimate Authorities of Abkhazeti has never stopped fighting for
peaceful returning of the
refugees to their homes and restoration of broken territorial integrity
of Georgia, and not
without results.
The United Nations Organization has passed lots of serious
documents, which recognized
territorial integrity of Georgia with indications to the ethnic
cleansing of the Georgians in
Abkhazeti. Many leading States of the World such as USA, Germany, Great
Britain, France etc.
and Russia as well, have unhesitatingly recognized sovereignty of
Georgia and its territorial
integrity including Abkhazeti.
During this period the Government of Georgia managed to turn the
World public opinion
diametrically to the truth in our favor and revealed to everybody a
genuine face of Abkhazian
separatism.
The President of Georgia Mr. Eduard Shevardnadze through his
speeches at the high level
International Forums has established in the world's modern vocabulary a
notion of aggressive
separatism, explained its destructive meaning for the order in the
modern World. The reality
vividly showed us the predictive meaning of those words on the examples
of Chechnya, Bosnia
and other international conflicts.
For some time past during his visit to the USA, at the meetings
with high level politicians,
the president of Georgia clearly put forward this subject once again and
drew a serious parallel
between the tragic events in Abkhazeti and Kosovo, and expressed his
regret that in certain
cases the World Community applies double standards for valuation of the
same events.
Other significant diplomatic demarches were also held, but we won't
speak about them in
details today for some reason or other.
We can draw only one conclusion: today the world society is better
acquainted with and
assesses the tragic events in Abkhazeti, than six years ago. This is
clearly confirmed by the
response, which followed the speech of the Chairman of Abkhazian Supreme
Council Mr. Tamaz
Nadareishvili.
We say nothing about indefatigable activities of the appropriate
Committees of the
Parliament of Georgia, and generally, the Leader of the Parliament for
settling the Abkhazian
problem.
In spite of everything this, a great tragedy that happened to the
Georgian population in
Abkhazeti requires at least legal appraisal in compliance with the norms
of International Law
which regulate relations between the peoples and according to which the
whole civilized World
exists. The truth of this is proved by the words of the Great English
writer William Shakespeare
who said "Hence the unity between the people is poor, any villain is
honorable then…"
The latest events in Yugoslavia have more assured us that it was
inadmissible to leave
even one fact of genocide and ethnic cleansing as a crime against
humanity beyond attention
of the UN and The Hague International Tribunal.
Yes, criminals must be called to account and punished.
Please, let me remind you once again the old Roman true saying that
a World may ruin but
justice must be administered.
Just with this hope six years ago a General Prosecution Office of
Georgia began
investigations of the facts of genocide in Abkhazeti, a start of which
was made by the famous
Order of the President of Georgia Eduard .Shevardnadze "About studying
the facts of genocide /
ethnic cleansing against the Georgian population in Abkhazian Region and
establishing the State
Committee for submission of the materials to International Tribunal".
From the very beginning the Committee has been joined by the most
famous statesmen
and public leaders, scientists, representatives of' mass media, famous
experts and specialists
both from Georgia and abroad.
Taking into consideration complexity and big amount of works, in
accordance with the
Order of 29 October, 1993 of the General Prosecution's Office of
Georgia, there was established
a special investigation-executive group, which included highly qualified
and experienced
employees of the Public Prosecution's Office, Bodies of Internal Affairs
and the Ministry of State
Security. The case was actively supported and held by the employees of
the Public
Prosecution's Office of the Abkhazian Autonomous Republic managed by the
Abkhazian
Prosecutor Mr. Anzor Latsuzbaia. The Deputy Prosecutor -General Mr.
Anzor Baluashvili was
vested with the Procedural management of the group.
For today the investigating group has identified and questioned
more over 26 thousand
witnesses and victims, found a great number of necessary documents,
video and photo
materials, carried out numerous examinations. The results of enormous
work undertaken during
the years by the tens of investigators and operative workers have been
gathered in more than
200 thick volumes. As a result of this complex and labor-intensive
activity, it was finally
established that aggressive separatism was being introduced and
developed in Abkhazeti during
several decades. This anti-state conspiracy was led by the Party and
Soviet nomenclature of
Abkhazian nationality who had direct criminal relations with Russian
Imperial forces, later the
famous Russian human right activist and member of the State Duma
Mr.Sergei Kovaliov will say:
"Russia played shameful role in Ardzinba's self-willing, the whole
nightmare of Sokhumi being on
Russia's conscience".
And much earlier, beginning from the 6o-s, the high-level officials
as well as others from
the Abkhazian Government and administration bodies had organized a group
of
conspirator-extremists aiming at limiting sovereign rights of Georgia
and infringing upon its
territorial integrity, forcibly separating Abkhazeti from Georgia.
In order to make easier the fulfillment of these criminal aims and
delude the World society,
the extremists purposefully and methodically distorted and falsified
historical events, resorted to
political insinuations and biased interpretation of events, made up
legends about conquering
Abkhazian territory by the Georgians, oppressing Abkhazian ethnos and
making attempts of its
physical extermination.
During decades the separatists had been advocating and introducing
inhuman and
man-hating doctrine of impossibility of peaceful coexistence of the
Georgians and Abkhazians,
rousing national hatred between them, facilitating their estrangement
etc.
And as a result: Armed conflict and efforts of realization of the
"right of
self-determination" by fascist methods, forcible violation of
territorial integrity of the state,
changing of demographic situation by means of extermination and
deportation of ethnic groups
became official policy of separatists.
With the view of changing historical orientation of neighboring and
friendly to us nations,
the separatists were creating the image of "enemy" out of Georgia, and
aiming at earning of
Russians goodwill, they asserted with slyness, characteristic of them,
that Abkhazeti was Russia
and all its resources: the infrastructure of the former Soviet resorts,
nature reserves,
strategically sites etc. belonged to Russia.
They were convincing the Muslims of the North Caucasus and foreign
countries of unity
and inseparability of the Caucasus and that the Georgians were
physically depopulating the
Abkhazians, who "poor and oppressed" asked the neighbors for help.
…And the propagandist machine of extremists and supporting them
foreign special
services started working with all their might. The movement for saving
the "oppressed"
Abkhazians got under way with enviable speed - gathering of financial
means and arms for hiring
of groups of assassins in foreign countries for sending them to Georgia.

We say nothing about information war, hired press, ordered TV
programs etc., Separatist
ideas had been picked up with dubious enthusiasm by information means of
certain States which
got under way overt pro-Abkhazian propaganda for defending "poor and
oppressed" Abkhazians
and arraigning crusade against the Georgians.
Separatist Authorities of the Autonomous Republic thoroughly
muffled the Georgian
information channels and thus deprived the Abkhazian population of
possibilities of
understanding the real situation.
On 23 August, 1990 at the Session of the Supreme Council of the
Abkhazian Autonomous
Republic, the Chairman of the presidium V. Kobakhia, a deputy chairman
P. Ajinjal (same Jinjolia)
and the others made attempts to falsify historical facts in their
speeches: they were asserting
that Abkhazeti had nothing common with Georgia, and thus provoked a new
wave of chauvinism
delivering the most serious blow to the traditional brotherly relations
between the Georgians and
Abkhazians.
For their "activities" the separatists methodically and
systematically used a
national-political organization "Aidgilara", with a view of falsifying
historical past of the
Abkhazian-Georgian relations.
The materials of the case convincingly show the whole spectrum of
anti-State deeds of
the leaders of "Aidgilara" and other political unions. They permanently
and purposefully
disseminated various statements and slogans, the so-called "scientific
researches", which were
determined for breaking of the State integrity of Georgia. Publishing of
such so called "works" is
still being continued with great diligence. (See the "Abkhazeti -
Khronika Neobiavlenoi Voini",
"Belaia Kniga Abkhazii", "Abkhazskaia Tragedia", etc.).
Separatists are asserting that the Georgians tried to "Georgianize"
the Abkhazians, that
Abkhazeti had never been the integral part of Georgia, that during
centuries it was an
independent and sovereign State.
According to the statements of one of the main good-for-nothing
ideologists of the
separatists and a chauvinist born Aleksi Gogua, the Georgians by means
of annihilation of the
Abkhazian "intelligentsia", closing of Abkhazian schools, settling of
more over 200 000 Georgians
on the Abkhazian lands promoted the assimilation of the part of
indigenous population,
disparaged one of the oldest historical peoples of the Caucasus,
belittled its culture, and turned
the Autonomy into the piece of paper (see the "Druzhba Narodov", 1989).
The same was
advocated by a sorry ideologists of the Abkhazian separatists B.Tarba,
B. Sagaria etc.
A well-known scientist, Dr. Svetlana Chervonnaya in her book
"Abkhazeti - 1992:
Postkommunisticheskaia Vandea" showed rather convincingly the
separatists' slanders and libels
against the Georgians. Having studied the aggressor-separatists'
activities in 1990-1992, the
author concluded that in those years through the Abkhazian national
press, radio and TV of the
Autonomous Republic, the University, Institutions and Schools the image
of enemy in Georgia
was being intensively introduced in mass consciousness of Abkhazian
people. Any Georgian was
enemy including the closest neighbor and even a relative. The Georgians
were blamed for any
misfortune of the Abkhazian people, low standard of living, doing away
with festal rituals, deficit
of necessaries, appropriation of the Abkhazian folk songs etc. Any
Georgian was declared to be
a bandit, murderer and sadist. Such propaganda of hostility and
irreconcilability gave start to
the ideology of physiological hatred to the Georgians, what played a
fatal role in preparing a
tragedy of the Georgians in Abkhazeti.
On 25 August, 1990 the Supreme Council of the Abkhazian Autonomous
Republic passed
declaration "About state sovereignty of the Abkhazian Soviet Socialist
Republic", which actually
declared unilateral separation of Abkhazeti from Georgia, contradicting
the Constitutions of the
Republic of Georgia and the Autonomous Republic of Abkhazeti. By means
of this so-called
"declaration" the Abkhazian Supreme Council has established
institutional majority of the nation
having the name synonymous of the name of the Republic.
When Ardzinba and his company were making this fatal step it would
not be bad for them
to remember the well-known words of the former Chairman of the Abkhazian
Government Nestor
Lakoba about "Independent Abkhazeti": "Raising a question as if
Abkhazeti is really independent
and wants to go somewhere from Georgia will bring to the result that
Abkhazeti like a cardboard
hut made by a little mischievous boy will ruin immediately..." (Nestor
Lakoba: Articles,
Speeches; Sokhumi, 1987, p.176).
Nestor Lakoba's prediction became true.
Separatists did not stop doing their shady deeds. Their separatists
aims came to light as
well in the resolution of 26 August, 1990 "About Legal Guarantees of
Protection of Abkhazian
State System".
The extremists prepared the conceptual basis of apartheid
beforehand . By means of
blackmail and force they made alterations to the Law of 27 August, 1991
"About elections of
the deputies to the Supreme Soviet", thus practically establishing
apartheid in Abkhazeti
de-jure. According to this "Law" in 28 election wards only the
Abkhazians had the right of
participation as nominees for elections, in 26 wards - the Georgians and
in other wards other
nationalities. By this manifestly apartheidic law the Abkhazians got
majority in the Supreme
Soviet and thus gained possibility to infringe upon elementary civil
rights of the Georgians, a
majority in the Autonomous Republic.
Besides, in 1991-1992 with active participation of V. Ardzinba and
by violation of the
provisions of the Constitution of the Abkhazian Republic, they passed
their laws and resolutions,
and thus practically limited jurisdiction of Georgia and infringed upon
its territorial integrity.
These normative Acts were: "Regulation of Monetary-credit System in the
Republic of Georgia",
"National Bank of the Republic of Georgia", "Banks and Banking
Activities", "About Laws of the
Republic of Georgia" etc. They were concerned as well about the
establishing of the Committee
of Foreign Economic and Inter-Republican Relations, Custom Services,
"Abkhazian National
Monoethnic Guards", "Armed Forces of the Abkhazian Battalion "Aidgilara"
of the Confederation
of the Caucasian Mountain Dwellers as well as subordination of the
Public Prosecution's Office,
Ministry of Internal Affairs, Army and Police Forces, Security
Committee, Committee of the
State Property Management and Privatization. Unfortunately, in those
days this lawful
subversive activity was not duely assessed and suppressed by the
Georgian Authorities of that
time.
What's more, on 23 July, 1992, against the volition of the Georgian
Deputies, by simple
minority of votes they repealed the Constitution of Abkhazeti of 1978
and "restored" the
so-called Constitution of the Abkhazian Soviet Socialist Republic of
1925, which by the
conclusion of specialists did not really function.
... And, anyway, the conspiracy was going on ...
- With a view of changing demographic situation of "peaceful
methods" and achieving
mechanical increase of the Abkhazian population, the today's separatist
authorities of Abkhazeti
passed the whole number of discriminating resolutions: "Limitation of
Citizens' Registration in
Abkhazeti", "Changing of Surnames and Nationalities" etc., which
actually forbade residing of
other than Abkhazian nationalities in this Region. These resolutions did
not concern the citizens
of the "far abroad" who without any identity documents gave out
themselves to be the
Abkhazians. They were registered secretly and with no complications,
directly under the
supervision of Ardzinba.
Just only in March of 1992 more over 100 persons from Syria, Jordan
and other countries
were admitted for permanent residence in Sokhumi, Ochamchire and other
regions. Further, they
continued illegal registration even more intensively, and after
beginning of the conflict it was
extremely increased. As the rewards, the separatists were granting to
the strange "boyeviks"
(fighters) the rights of living and revelry in Abkhazeti. It can be said
that an official
protectionism of the State structure to the "boyeviks" institution was
firstly fixed in Abkhazeti.
Now nobody doubts that Chechnyan events started just from
Abkhazeti. The source of
the tragedies which have happened in Budionovsk, Kizlar, Pervomaisk and
other places must be
seen in the Abkhazian conflict, and unfortunately it has returned back
to Russia like a
boomerang.
During investigations it was established that in Moscow,
St.Petersburg, Krasnodar,
Stavropol and other regions of Russia, as well as in Chechnya and some
other Autonomous
Republics of the North Caucasus, in the places where local authorities
took up loyal position
towards aggressive separatism, there was organized a large net of
assembly places of the so
called "volunteers", from where an endless stream of hired assassins,
majority of which had
experience of the Afghan war, were crossing the borders of Abkhazeti.
A great "service" in gathering and financing of hired assassins had
been undertaken by a
supporter of the Russian Special Services, the so-called leader of the
Mountain Dwellers
Confederation Musa Shanibov. This was the very Shanibov who declared
Georgia and its capital
a zone of acts of terrorism and subversive activities. On our request
the General Prosecution's
Office of Russia brought in those days a criminal case against him, but
afterwards stopped it on
the pretext of failing to prove his guilt.
In the actions of slaughtering and torturing of civilian population
including defenseless
women, old people and children on the whole territory of Abkhazeti,
Shamil Basaev and his
company became especially notorious. Very soon after this, Russia and
its people paid dearly for
not-punishing them. Unfortunately, notwithstanding our repeated requests
the legal bodies of
Russia didn't duely assess the gravest crimes which were committed by
the hired assassins in
the territory of Georgia causing at the end severe losses in Russia
itself.
It has been confirmed and is well known that in Abkhazian conflict
the so-called
"volunteers" constituted 60% of separatists' armed gangs.
Just with the help of them the Abkhazian extremists managed to
banish the Georgian
population from Abkhazeti.
Separatists were actively getting ready for war. They were
purchasing fighting arms and
techniques. They had been greatly supported by the corrupt commanders of
the Russian Army
units deployed in Abkhazeti, who gladly passed them packed ammunition
depots and arms at
appropriate sum.
Unfortunately, in such heavy situation the supporters of
ex-President Zviad Gamsakhurdia
in West Georgia and Abkhazeti developed reckless and anti-State
activity. They entered into
criminal alliance with Abkhazian separatists and tried to provoke
destabilization in the country;
blinded with revanchist ideas, they were arranging sabotages and acts of
terrorism against their
own country; they were blowing up railroads, bridges, transport
communications, burgling trains,
robbing passengers, taking hostages, holding in fear civilian
population. They organized in
Sokhumi the so-called Strike Committee which closed off approaches to
the railroad and airport.
They were threatening that by these vandal actions they would make East
Georgia and
especially Tbilisi starve. At the Spring Session of 1992 of the Supreme
Council of Abkhazeti, one
of the leaders of the separatists, now deceased Yuri Voronov said: "here
for some reason we
talk very quietly about a Strike Committee; they closed the vital
arteries in Sokhumi - main
railroad lines and transport arterial roads. We shall meet again with
the leaders of this Strike
Committee, but we must not forget about our previous meeting with them
at the Presidium
Session when they had drawn up a "bright" picture of triumph prospects
that they would make
Tbilisi population, including defenseless children and women, starve and
that they want to do it
by our hands, the Abkhazians. We must think seriously what we are to
talk about with Strike
Committee at our next meeting...".
In the first half of 1992 the railroad, motorcar and air transport
stopped functioning
almost in all the territory of Abkhazeti. Georgia and its neighboring
countries, especially Armenia
stood before the economic blockade.
Blowing of railroad bridges and tracks reached to a mass scale:
these were
Kelasuri-Dranda, Tamish-Ochamchir, Dranda-Adziubzha, Tsatskhvi-Ingiri
and Ingiri-Zugdidi
spans.
It has been established by investigation that from Samegrelo and
Abkhazeti, namely
Gagra, Bzipi, Gantiadi, Gudauta, Dranda, Gali, Achigvara, Salkhino,
Sokhumi, Eshera,
Ochamchire, Ingiri, Zugdidi and other railroad stations as a result of
gangster attacks there
were ransacked 1923 wagons of goods belonging to Georgia and other
countries to a value of
11 mil. rubles (according to that time rate). Only in the first half of
1992 there were fixed 1150
cases of subversive activities and gangster attacks in Samegrelo and
Abkhazeti. Bands of
wreckers and terrorists concurrently with paralization of the State
structural functions of the
Republic, infringed upon the lives and health, legal rights and
interests of civilian population
including the officials.
In the summer of 1992 the cases of taking the State Authorities as
hostages and their
hiding in Abkhazeti increased especially. They killed a Governor of
Chkhorotsku and others.
In order to stop revelry of the bandit formations, provide safe
traffic of railroad transport,
restoration of law and order, on 10 August, 1992 the Government of
Georgia decided to take
extraordinary measures and in this connection entrusted the Armed forces
of the Ministries of
Defence and Internal Affairs as well as militarised guard of the
Railroad Department to provide
their fulfillment and to control situation. Together with this the State
Council gave explicit order
to the Authorities of the Power Structures not to admit gathering of
armed forces and
techniques in the cities and other populated area including the
territory of Abkhazeti.
Thus, the Government of Georgia has never planned any military
actions against the
Abkhazian Autonomous Republic as it is presented in the form of false
arguments by the leaders
of separatists and their accomplices. Talks about any attempts of
"aggression and occupation"
from our party as the Abkhazians want to present it, is an outrageous
lie which has never been
corresponding to the real situation.
Just on the contrary, the Authorities of the Ministry of Defence of
Georgia had been
ordered to coordinate the plans of displacement and acting of the armed
forces in Abkhazeti
with the Authorities of the Abkhazian Autonomous Republic. As it later
became clear this order
of the Head of Georgia Eduard Shevardnadze was not fulfilled, and the
separatists used quickly
this situation for provoking the Abkhazian population.
On 14 August of 1992 the Georgian Armed Forces, displaced in the
territory of Abkhazeti,
were fired by the revolting separatists, they shot and wounded police
officers that had been
confirmed by investigations on the basis of videomaterials and other
evidences. By the
above-mentioned actions the Abkhazian separatists actually began
realization of their secret
plans which should have been followed by genocide and ethnic purge of
the Georgians and other
nationalities.
Dear Sirs, International Convention of 1948 exhaustively specified
the notion of genocide.
On the basis of stated above and in compliance with Article 651 of the
Georgian Criminal Code,
genocide is an action directed to complete or partial annihilation of
any national group that can
be expressed in their murdering, injuring, heavily or creating
deliberately such living conditions
which will be aimed at their complete or partial depopulation.
The General Assembly of the United Nations on 17 December, 1992 by
Resolution
No.47121, acknowledged the "ethnic cleansing" as one of the forms of
genocide, as a result of
which this term has been introduced firmly to the International Law and
is not a subject of
arguing among the lawyers. Just following the requests of International
Law they have approved
Article 622 of the Georgian Criminal Code which determined that the
ethnic cleansing represents
deportation of national... groups or such, their forcible removal from
permanent places of
residence under the threat of violence, which makes such groups leave
their residences
themselves. The evil deeds committed by Abkhazian extremists represent a
classic example of
such crimes.
For fulfillment of their criminal aims and making easier genocide,
ethnic cleansing,
separatists led out Abkhazian population from the territory of military
actions in good time. They
used well the temporary breaks caused by necessity of ceasing fire and
supplying humanitarian
aid. Gudauta Region was declared to be a place of gathering of all
Abkhazians what enabled the
aggressors to apply the hardest forms and means of fighting against the
Georgian civilian
population and fighters.
Driving away and deportation of the Georgians from their places of
residence were carried
out systematically, and those who stayed alive were forced to write
statements concerning
leaving of their houses and all property to the Abkhazians of their own
volition. The
above-mentioned facts were established not only by the materials of
investigation but the
appropriate documentation of International Commissions.
As it comes clear, the genocide in Abkhazeti was thought up and
being fulfilled by stages
- from 14 August to 2 October, 1992 in Gudauta Zone, from 2 October,
1992 to 15 September,
1993 in Gagra, and from 16 September, 1993 in Sokhumi, Ochamchire, Gali
Regions and town
Tkvarcheli.
Today we won't speak about a new wave of genocide which began on 20
May, last year
in the territory of Gali, and unfortunately, is being continued up to
present. We shall talk about
it later.
A well-planned genocide of the Georgian population basically, was
manifested in mass
annihilation of intelligentsia: physicians, teachers, journalists,
writers, workers of arts, veterans
of the Great Patriotic War.
On 27 September, 1993 the Chairman of the Council of Ministers of
the Abkhazian
Autonomous Republic Jiuli Shartava, about 20 other members of the
Government, Mayor of the
City Guram Gabiskiria, Head of the Police Tengiz Rapava, Deputy Head of
the Gagra
Administration Mikhail Jincharadze and others were tortured and shot in
Sokhumi.
More then one hundred workers of Arts including women were
murdered. 37-year-old Nato
Milorava, an Artistic Manager of the Gumista Palace of Culture was
tortured and then killed, in
the same way Drama Theatre actors Vasil Chkheidze, Teimuraz Zhvania,
Guram Gelovani,
Director of the Sokhumi Park of Culture and Rest Yuri Davitaia were
murdered.
They killed more than 30 medical workers, major of them were women:
Vera Kolbaia, Tina
Tsotsoria, Nino Shonia, Ariadna Shelia, Olia Tkebuchava, Mzia Beselia
and many others. At the
time of discharging their official duties physicians Zelimkhan Danelia,
Gia Sichinava, Razmik
Ispekchian, Giorgi Barkalaia, Shalva Gvazava and others were killed. In
Gulripshi Region in the
yard of TB Hospital before the eyes of his relatives they murdered the
Head Physician Shota
Jgamadze, in the same way a physician of the Republican Hospital Petre
Sichinava was killed.
Separatists and their myrmidons from the mountains shot more over
200 teachers more
than 60 women among them: Venera Sigua, Yulia Gogokhia-Chitanava, Tsatsa
Dzandzava, Eka
Pilpani, Lia Akubardia, Dzabuli Panchulia, Gulnara Chaladze...
For ethnic belonging i.e. for being Georgian they killed Director
of Gulripshi Economic Unit
Mamuli Abkhazava, employee of the Ministry of Finance Tristan Gabelia,
Head of the
Construction Department Leonti Jalagonia, Deputy head of the Abkhazian
Public Prosecution's
Office Vladimir Kalichava, detective Emzar Lasckhia, Head of the Chair
of the Georgian Institute
of Subtropical Cultures Yuri Norakidze, professor of the same Institute
Karlo Chkhenkeli, Chief
Architect of Sokhumi Tamaz Tavadze, Head of the Gagra Department of
Culture Valerian Tordia
and his wife, Simon Gurgenidze, employee of the Abkhazian Prosecution's
Office was maimed for
the rest of his life, etc.
Everything this shows, that the separatists and their accomplices
had planned mass
depopulation and banishing of the Georgian ethnos in Abkhazeti.
Mass annihilation and deportation of the Georgians began from
Sokhumi and Gudauta
regions - the places of gathering of the main forces of separatist
formations. From the very
beginning of the conflict 5000 Georgians were banished from Eshera,
Likhni, Araduda, Akhaladze,
the others were brutally dealt with: in Akhaladze they shot 17 men,
before the people they tore
out a heart of 70-year-old Indiko Grdzelidze and killed with an axe
Elguja Maisuradze,
65-year-old Nikoloz Kvabzianidze was tied to the tractor and dragged to
death.
After falling of Gagra the separatists began mass persecution
murdering and robbing
civilian population.
According to eyewitnesses' informations on 5 October they tortured
and hung on electric
poles about 50 Georgians.
With special cruelty they dealt with population of Gagra, Sokhumi,
Gantiadi, Pitsunda,
Lidzava, Alakhadze, Bzipi. They were killing civilian population
indiscriminately including old
people, women, helpless children. Here are names of some who were shot
publicly: Alexander
Kometiani, Jemal Kuchukhidze, Nodar Charkviani, Sasha Bolkvadze, Shalva
Gvazava and many
others.
Before the family members they killed Omar Bzhalava, before his
wife Boris Kutsia was
shot, before the daughter they killed Vladimir Benidze, before father -
Gia Glonti. They captured
in the street a 65-year-old teacher Vasili Samkharadze and cut off his
head publicly. They didn't
let the family members bury him, a body was left in the street and torn
by the dogs and pigs.
As for Giorgi Pipia, they first cut off his ears, then nose and then
killed him.
According to the evidence of an eyewitness Kharatishvili, in Gagra
when the separatists
were torturing, murdering and burgling the Georgians and their houses,
they were shouting
publicly that they would slaughter the Georgians, burn Georgian books
and monuments, burn all
the Georgian houses in Gagra-Leselidze Zone. They were threatening to
kill everybody who
would try to help the Georgians.
Here is evidence of Tina Barkalaia: "The Abkhazians killed my
cousin, resident of Lidzava
Tsezar Kvelidze before my eyes, first they cut off his nose, then one
ear and one leg below the
knee, and then shot him. In the same way they killed 70-year-old Andro
Simonishvili".
The whole night they kept naked Shota Mgeladze in the water up to
knee. One of the
Chechnyan "boyeviks" cut off by knife his left hand, then filled a glass
with blood and proposed
his victim to drink it, when the poor man refused to do so, a murderer
told him cynically - "What
can I do, old man, don't be offended but I shall drink not only yours
but all the Georgians'
blood", - and with these words he drank it and said that if the
Georgians didn't leave a territory
of Abkhazeti, they all would die.
The head of the Gagra Health-Resort Department Alexander Baramia
was in the house
with his guests when they were attacked by Abkhazian and Chechnyan
"boyeviks". Besides him
there were his wife, his daughter Tsitsia and his guests in the house.
The "boyeviks" first raped
his daughter and then cut off her head. Then they cut off his wife's
head after torturing, and at
last shot Alexander Baramia and his guests Shalva Gvazava and Boris
Kutsia.
After the agreement of 27 July, 1993 between the conflict parts,
the separatists even
intensified physical and psychological pressure upon the Georgian
population. In Bzipi they
struck off the register of its inhabitants wilfully and on pain of death
made them sign
applications of leaving the village of their own volition.
On 9 August, 1993 separatists forcibly took a part of the Georgian
population to the Adler
Airport and gave them documents of striking them off the register of
their places of residence.
By this way only from Bzipi they deported 250 families. A resident of
Bzipi Givi Kiknadze and his
daughter, 12 year old Tamuna were shot only for their refusal to leave
their home. The others
were also punished severely of the same reason.
Investigations exposed materials of group shooting of the Georgians
at the city stadium
and the other places of gathering of people in October, 1992 after
occupation of Gagra.
There had been recorded hundreds of facts of murdering people by
especially severe
methods. The truthfulness of them was proved as well by the materials of
special report of the
Extraordinary Commission of UN Secretary-General.
According to testimony of the witness Konstantine Sichinava, after
capturing Gagra the
aggressors were driving out the Georgian population into the streets and
shooting them in mass.
He himself was taken to Gudauta with Nugzar Gulordava where they were
questioned by
Alexander Ankvab. Then they were taken back to Gagra and ordered to pick
up in the streets
the dead bodies of 48 shot Georgians which afterwards were thrown into a
big pit. Everything
was supervised by the Head of the Bzipi Police Department Stanislav
Agba.
We also have other evidences. A local resident Tamar Japaridze
confirmed that on 7
October together with other residents she was compelled to pick up the
Georgians' dead bodies
and "load" them in four "KAMAZ" trucks. She thinks that there should
have been about 250
corpses which were buried in a big pit.
Nana Chaladze witnessed that Ardzinba appealed to the Abkhazians by
TV and promised
them that in case they captured Gagra and depopulated the Georgians, the
Abkhazians,
Chechnyans and Cossacks they would receive as a reword money and houses
of murdered
Georgians. About 30 Georgian policemen were shot in Gagra. Civilian
population was driven to
the stadium and shot there in mass groups. By a village Dzveli Kindga
the Cossacks shot 72
people. In the village Ganakhleba of the Gulripshi district the
Abkhazian "boyeviks" shot 48
Georgians. In the Sokhumi Holiday Park "Kurchenko" they shot more over
400 Georgians...
A witness Otar Gobejishvili gave evidence that on the second day
after capturing Gagra,
they began mass annihilation of people. They didn't have any mercy even
on pregnant women,
cutting their bellies open and trampling on the embryos.
From testimonies of the medical Nurse of Gagra Hospital Lali
Maskharashvili: "The
Abkhazians brought to hospital a body of a Georgian girl which was sawn
in two. There was a
letter in Russian which said: "You will never unite Georgia and
Abkhazeti as well as won't be able
to unite the body of this girl".
As a result of sadistic actions of the separatists 17 thousand
Georgians who stayed alive
in Gagra, left their homes unconditionally.
The most grim facts of mass depopulation of civilian people were
established in Sokhumi,
Tkvarcheli and Ochamchire.
The separatists had been bombing Sokhumi during the months that
caused the death of
more than 400 of its civilian inhabitants. As a rule air attacks were
planned for night time when
the city was sleeping. They were bombing the Georgians' dwelling blocks
very thoroughly.
When on the basis of achieved agreement of 27 July, 1993 the
Georgian party withdrew
its heavy techniques and artillery from Sokhumi and Ochamchire, the
separatists used this
situation and on 16 September began bombing Sokhumi and Ochamchire. (The
last vessel loaded
with heavy artillery left Sokhumi in the evening of 15th July, and the
Abkhazians began bombing
of the cities and villages in the morning of 16 July).
Sokhumi Airport, where thousands of Georgians, Russians, Ukrainians
and people of other
nationalities were waiting for the aeroplanes for departure was under
permanent artillery fire.
By direct aiming they shot down some passenger planes which caused
great human
victims, among them were more than 50 women and children.
Among the 119180 inhabitants of Sokhumi 49460 were the Georgians.
The absolute
majority of them on pain of death were banished from the city.
According to materials of the case after falling of Sokhumi, the
separatists murdered by
torturing over 1000 Georgians including disabled persons, women,
helpless old people and
children.
Let us submit you some facts of the gravest crimes committed by the
separatists in
Sokhumi:
From evidences of Eter Berulava: They burnt a house of Avtandil
Davitaia in 22 Komsomol
Str., then they killed him by torturing. Otar Beria and his five family
members were murdered
under the most severe tortures. By torturing they murdered Misha
Gakharia, Amiran
Kvaratskhelia, Vladimir Kalandia with his wife, Zhora and Boshia
Kalandia and many others.
From evidences of Roza Gabedava: On 27 September, 1993 after
capturing Sokhumi her
family was attacked by the bands of Abkhazians and other nationalities.
At that time her
husband Murman Todua and her son Zurab with their neighbors and some
policemen hid
themselves in a dwelling building. The bandits found them and
sadistically shot seven men. With
the help of her neighbors R.Gabedava secretly dig a grave and buried her
dead husband and son
together with other murdered people.
After sadistic torture they shot a husband and a wife Vazha and
Lamara Rukhaia, before
the people they killed disabled from birth Misha Kvantaliani, before the
children - the sisters
Natela and Nelly Kolbaia, they killed 80-year-old David Berulava and his
Russian stepson Ivan
Tyurin and many others.
There, near the Secondary School No 12, in front of a beer-bar, the
drunken Abkhazian
and Cossack "boyeviks" were kicking the Georgians' decapitated heads
thus having a fun.
The inhabitants of Sokhumi Roin Shubladze and Guram Kvashilava
first were shot in their
houses, then separatists began to cut off flesh from their arms and
legs, and when the poor
wife of Roin Shubladze begged them not to do this, the 20th-century
barbarians told her that if
the Georgians didn't leave Abkhazeti, they would do the same to
everybody.
Lili Zoidze from Sokhumi narrated that a group, consisting of the
Abkhazians, Chechens
and Cossacks burst into the house of the Pkhakadzes, murdered the whole
family, cut off their
heads, stuck them on the fence and burnt before the people.
The separatists ruined and burnt thousands of the Georgians houses
in order to deprive
them of the possibility and desire of returning back to their homes.
As a rule, the mass shooting of the civilian Georgian population
was followed by torturing
of old people, women and children, with unprecedented cynicism and
unheard hatred.
On the first days of October, a village Pshapi was occupied by the
"boyeviks" battalion
named after Bagramian. They raided the whole village and murdered lots
of civilian population.
On 3 October, 1993 the "boyeviks" burst into the house of Akaki Zhvania
and completely robbed
them on pain of death. But this was not enough for them. Before the
father they murdered one
by one the members of the family. First they killed the children -
17-year-old Eka and
14-year-old Marika, then his wife Leila Meskhi, his mother-in-law and
father-in-law. The same
happened to his brother Nodar who lived in the next house, and who was
killed and then burnt.
They threw away the remnants of a dead body so that the relatives could
not bury him.
"For you life is worse than death" - said they to Akaki Zhvania and
went away.
The investigations established that on 3 October, 1993 in village
Pshapi the separatists
besides the Zhvanias shot their neighbors and relatives as well: Eter,
Ekaterine, Raia, Lena,
Apollon, Khuta and Vladimir Samushias, Khuta Khvingia. The same day the
"boyeviks" burnt the
Georgians' houses and took away all their property. The same happened to
the inhabitants of
village Dranda. The "boyeviks" shot Khuta Tsurtsumia, Grisha
Tskitishvili, Guram Tsaava and
many others. 63-year-old Meri Lukava was thrown into the well and sunk.
From evidences of a witness Nazi Bagishvili, the resident of
Ochamchire Region: The
separatists occupied their village, the majority of civilian population
- women and children -
were taken prisoners. The Abkhazian and Chechen "boyeviks" raped
publicly 25 girls of age
12-16 before the parents and the whole village. The group violence upon
the helpless children
continued the whole week.
A witness Galina Arzumanian narrated that she remembered well the
terrible day when the
Abkhazians entered the village Akhaldaba where they shot all the
children and youth, and those
who stayed alive were drawn into the stadium and shot one by one. Almost
every woman and
child over 4 age for 6 was raped, many of them were cut off their heads,
on some of them the
separatists put on tires and burnt alive. About four hundred people
including 60 women were
murdered that day.
Unfortunately, the above-mentioned facts are not the only ones, we
have lots of other
horrible crimes fixed, but on account of respect to our kind audience we
won't be telling about
them.
The policy of genocide has reached apogee in the region of Gali -
where among the
population of 96 thousand 97% were Georgians. On 29 September, 1993
separatists and their
friends occupied Gali and began to kill peaceful population.
According to the investigation only in village Okumi out of all
living houses 710 were set
on fire, 610 destroyed. They killed with torment 65 persons - among them
- 20 women.
90-year-old Venera Latsuzbaia, 55-year-old Nelli Gergaia, 81-year-old
Vera Gunia, 67-year-old
Alma and Levarsa Latsuzbaia, 65-year-old Natela Shelia, young sisters
Nino and Nato Politaevs
were raped in front of people, then killed.
In Gali 1040 houses were destroyed, out of 128 persons 20 women
killed with torment.
In Achigvara they set on fire and destroyed 411 houses, shot 70
persons - among them
17 women. In Gudava they set on fire 429 houses, killed 55 persons -
among them 14 women.
The same tragedy took place in villages - Mziuri, lower and upper
Bargebi,
Repi-Shesheleti, Otobaia, Nabakevi and other places.
They burnt elderly unprotected women - Djenia Tsurtsumia, Valentina
Chargazia, Chuta
Chaava, Shura Djologua, Ksenia Gangia, Iamze Kvachakhia, Roza Zantaria,
Bella Malasheva,
Valia Tarbaia and others.
The terror of Gali population didn't terminate, after the tragedy
of 1993. Prior to the
well-known events of 20 May, 1998 Abkhazian separatists made not only
one plundering raid on
Gali region villages - Refi, Gumurishi, lower and upper Bargebi,
Otobaia, Nabakevi, Lekukhona,
they burnt and destroyed 3727 houses, 40 high schools, 95 domestic and
agricultural objects.
They took out foreign, valuable settings from factories, so that it was
incorrigible loss for region
economy.
In front of wife and mother sadistically were killed father and son
Terenti and Emzar
Lemobjava. Their bodies were burnt (village Refi). Djumber Badzagia,
Mamuka Kvaratskhelia,
David Narmania, Guram Kharshilava, Revaz Cherkezia were shot (lower
Bargebi), Tristan and
Geno Gvadjaia, Goderdji Papava and Murman Tsikolia being on the
relation's funeral were
grabbed, tortured and killed (village Lekukhona).
During this period more than 1200 peaceful persons were bereaved of
life. Separatists
went on ethnic cleansing also in region of Gali after peaceful
population's spontaneous return to
their own houses. On 2 April, 1998 separatists' organized band attacked
the village Gudava in
Gali region, killed brothers Mamuka and Nugzar Barkaia, and lawlessly
put under arrest
M.Uzurashvili, N.Sabekia, I.Khupunia, L.Bakradze and others.
On 27 April "boyeviks" from Gudauti broke into territory of the
village Sidi and put on fire
25 living houses, arrested young girls and boys and took unknown
direction.
On 7 May in Ochamchire separatists with local and foreign boyeviks
held a crowded
meeting and carried a resolution - to clean territory of Abkhazeti from
the rest of Georgians.
On the early morning of May 20 illegal military formation with 1000
"boyeviks" organized by
separatists, with heavy technique attacked villages in Gali region,
burnt thousands of houses,
slaughtered dozens.
On 21 May the band formed by A.Tsarba, O.Turanba and others out of
mercenary motives
took away Raul Minaev from Kokhori and asked for his liberation 5
million Russian rubles, they
got the money, but didn't set him free. On 29 May the separatists stole
Raul Minaev's father
who didn't pay them and therefore was killed.
On 27 May, 1998 the separatists with particular severity killed the
corespondent of the
paper the "Rezonans" - Georgi Chania, born in 1973, being on duty at the
office.
Since 20 May, 1998 in the Gali region the separatists killed 95
persons, destroyed 2132
living houses, out of these: in Tagiloni - 465, in Nabakevi - 263, in
Otobaia - 187, in lower
Bargebi - 341, upper Bargebi - 345. They killed the mode to peaceful
Georgian population to
return back to their own places. From Gali region in addition 42
thousand persons were taken
away.
It must be noted, that separatists made an attempt on the life of
people come in from 12
km safe places, but Russian peaceful forces did nothing to take
separatists leave from those
zones still more, they helped them in many other terrible battles. The
members of International
organisation being in conflict zones were satisfied as a rule by
statements only.
On 26 May, 1998 Georgian internal army police contingent took
position near Gali and
helped local residents to get out of the region. They didn't take part
in battles. All the same,
Abkhazian "boyeviks" killed 20 soldiers of special contingent and
wounded 14.
According to the incomplete data of investigation, after genocide
ethnic cleansing realised
by Abkhazian separatists in the territory of Abkhazeti 5.738 Georgians
were killed: in Gagra's
zone - 483, in Sokhumi region - 238, in Sokhumi - 1148, in Gulripshi
region - 1232, in
Ochamchire region - 851, in Gali region - 1553, in Gudauta region - 147,
in the city of Tkvarcheli
- 20.
More than 70 children and 706 women were killed in the period of
genocide ethnic
cleansing, more than 50% of murdered were elders, about 600 people are
missing.
According to the investigation 267.345 people are removed from
Abkhazeti. From the city
of Sokhumi and Sokhumi region - 73.178, from Gagra - 25.403, from
Gulripshi region - 34.587,
from Gali region - 6.719, from Tkvarcheli - 3.468 peaceful residents.
As a result of military conflict in Abkhazeti pecuniary damage
constitutes 3.12 billion US
dollars, residents private property damage (beyond housing resources) -
5.18 billion dollars,
national products damage in 1993-1998 - 2.41 billion dollars, totally
10.7 billion US dollars.
Thousands of Russians, Ukrainians, Greeks, Jews, Armenians have been
damaged. Many
Georgians have left their own homes and became refugees. Driving away
Georgian residents
from Abkhazeti, separatists have changed demographic situation, what is
manifested in the
Resolution N1187 of the UN Security Council of 30 July, 1998: "Attested
European organisation
of Security cooperation on Lisbon summit's decision in Abkhazeti
connected with Georgian
situation, once more demonstrates not to adopt demography changes".
Ladies and Gentlemen!
In my report I had to mention several times the word "Abkhazi" not
in an appropriate
context. Indeed, it may induce unpleasant emotions upon real Abkhazian
people, who remain
true friends to our people. But we speak only about those criminals,
killers, executors who has
nothing in common with the above-mentioned real Abkhazian people, their
humane traditions.
They are people who caused great harm to their own population starting
inhumane and
unperspective war against their neighbors and blood relatives Georgians.
One can say with
certainty that future generation will not forgive them.
There are many facts, demonstrating how true Abkhazians helped
Georgians as well as
the people of other nationalities in trouble. Abkhazians saved many
lives from loathsome death
and everlasting shame. Noteworthy that very often such heroism was
undertaken by unknown
Abkhazians.
Hundreds of volumes of this criminal case include evidences of
concrete facts of genocide
naming, its instigators and executors. It enables to give correct
estimation of inhuman and
fascist character of genocide and the fact of the government level
apartheid - pseudo-judicial
ideology of the Abkhazi-an separatists, infringing on the sovereignty
and territorial integrity of
Georgia.
The investigation has already identified more then 20 main
organisers and inspirators of
the severe crimes as well as more then 800 direct executors, whose hands
are covered with
Georgians' blood.
Proceeding from assumptions of present reality the Prosecution's
Office has already made
concrete steps towards bringing separate criminals before justice. The
criminal cases of
Phachulia, Tsvijba, Narmania and others are closed. They are sentenced
to imprisonment for
several years. The supreme Court issued an order on the detention of 15
persons, etc. A lot of
other radical measures have been taken. They are not discussed here, for
reasons easily
apprehensible. Comments are early to be made.
A long-term investigation based on incontrovertible data has
established that the
atrocities committed by the Abkhazian separatists who continue the same
actions even at
present are not caused only by the contradictions on ethnic grounds and
as they call,
spontaneous struggle for the liberation of Abkhazeti from Georgian
aggressors.
Actually it was a well-planned and organized plot carried out by
the Abkhazian
separatists, Confederates of the North Caucasus and active special
services behind them to
establish Moslem fundamentalist centre in the territory of Abkhazeti
(this being the reason of
proclaiming Sokhumi the capital by the Confederates) by means of
infringing on the territorial
integrity of Georgia. With this aim in view, first and foremost it was
indispensable to alter
geopolitical and demographic situation in Abkhazeti, exterminate the
Georgians, comprise the
majority of its population and expel the rest, left alive, from
Abkhazeti.
However, despite the temporary set-backs suffered by Georgia, the
enemy couldn't
achieve success. The resistance on the part of Georgians deprived them
of the possibility of
implementation of the plot as it had initially been planned. The
struggle for return of Abkhazeti
not only has not slowed down but is accelerating and enjoys the
international support being the
result of endeavour of the Political leaders of the state.
Our government's declarations based on the reliable factual
material accumulated by the
investigation have been published in English, French, Spanish, Russian,
Arabic and other foreign
languages, as well as several documents of the Human Rights Commission
of the UN Security
Council concerning the Abkhazian matters. A special statement with the
appropriate preface of
the president of Georgia Eduard Shevardnadze was circulated among the
member states of
Copenhagen (March, 1996) and of UN Security Council, Budapest summits of
OSCE, CIS summits
and other high-level forums where special documents supporting Georgia
or Abkhazian matters
were adopted.
As has been mentioned above the whole world is aware of the
character of the Abkhazian
tragedy. We'd dike to express our thanks to many scholars, journalists,
lawyers, authors of
submitted materials who contributed greatly to them. A number of
emotionally distressing but
objective documentary films have been shot, a special issue published
but today it's obvious
that it's insufficient. New breakthrough is needed, more effective steps
are to be taken.
Ladies and Gentlemen!
I have to report to the President of Georgia that one significant
stage of his assignment
has been carried out. The reliable materials of the committee formed by
him, has stated that
during the armed conflict in Abkhazeti the policy of genocide and ethnic
cleansing manifested in
mass extermination and forcible expulsion of the population was
conducted, which according to
the International Law is considered as a crime against humanity.
Guided by international practice, it's high time to think of
implementation of the second
stage of the President's assignment - submission of the materials of the
committee to the
International Court in Hague in accordance with the International
principles of due process.
The General Prosecution's Office of Georgia as one of the main
authors of submitted to
you materials of the investigation consisting of more than 2000 volumes,
and manifested the
most atrocious crimes committed in Abkhazeti against Georgian

George, I did not know, that Russians were in existance
back in 5 A.D. when Osetians invaded Georgia and
king Vakhtang had to fight them, it turns out,
that it was inspired by Russians.

you dont have to go that far back. Vakhushti Batonoishvili in his
Geography desribes ossets as thifs and whores. that reflects at least
part of georgian views of these settlers. however, it was russians
that made sure the ongoing proces of asimilation would be stopped or
reversed.

So what then? Yes, osetians are not native, they are Iranian group,
but in this way, most countries e.g. USA (you included), even Israel
are not native to their land. This is not argument. The land belongs
who is currently living in that land. And if nation loses a grip,
this is that nations fault, and don't say that Georgians always
were forced out from certain lands. If people would run from
their native land, as most people in this NG did, surely other
people would come to their place.

At least this is an arguable principle. It is called "right of blood".
But also there is another principle "roght of soil". If we take right
of blood unarguably, how about the principle of territorial integrity
of countries? By this logic the whole europe will become a mess
(hungarians in romaina, etc.). Hopefully UN principles are not that
stupid.

Any country must have some rules of naturalization. If necomers use
those rules, everything is fine. Another thing is if these newcomers
based on say, compact landing at the border will declare indepencency.
This is surely different. No country accepts this and neither the UN.

If they enter to some country and propose to live there, they MUST
consider themselves as future citizens of that country. Nationality
plays no role there. Say, if Algerian goes to France and obtains
French passport he is considered as French citizen and must obey
French rules. Otherwise he might be a subject to deportation. This is
that simple.

First,the borders were quite defined by constitution. Sometimes they
are called deprecatingly as Stalin borders (Armenians, Elena Bonner
usually refer the borders so) but they forget that post-war borders in
Europe also are Stalin borders! and nobody challenges them except
goofy-headed Albanians of Serbia's Kosovo province.

Second, Georgia was unable to have own immigration policy owing your
friends - Russians, who took off our independence. If Georgians
remained independent since 1918, I am sure the portion of Osetians in
Tskhinvali region would be much less.

No questions, our problems in both regions are direct conclusions of
Russian occupation of 1921. How a person with sober mind can challenge

First, the reservations are not at such bad places like swamps,
deserts, etc. These places are for those indians who want to preserve
untouched their cultural heritage and Indian identity (here they are
called native Americans, FYI). Those who want to assimilate can move
out of those places and go where they like, hopefully the tribes are
wealthy now and can get them higher education.

Russian occupation of Caucasus can not be compared with European
settling in America however you try to pervert the things. Europeans
left the country and organized new country (it was colony first then
it obtained indepedence). Europeans have not occupied any existing
country. They just organized new country. The problems in relationship
between them and Indians are not Metropolia/Colony relationships, they
were problems between different ethnic groups of SAME nation (nation
here is used like in civilized world is understood, i.e. citizenship
and not nationality). If America REMAINED British colony then you
would be right, it would be the same but this did not happen.
Versus Caucasus countries were occupied and ANNEXED by Russians. They
took away sovereignty of existing countries.

You could compare Russian colonial policy with what Great Britain was

is exactly providing money for Native American tribes, since they are

This doesn't hold water, the Native Americans were slaughtered by an
invading force with superior military technology, the same thing that has
always happened when two cultures clash and one is vastly outgunned.
The only way for such an outgunned culture to survive is to develop economic
ties with the overpowering culture so tight that you become necessary,
switzerland's situation, or else with a culture that overpowers the
overpowering culture, israel's situation.
