Is Skulpt good for creating an HTML UI that passes parameters to Python code?

Hi, 

New to Python. Not so new to HTML.

I'm looking to create an all HTML UI that allows the user to set certain values. For example, browse to a file and select it, use a drop down list to select a value, enter text in a text value. Then a submit button would send these values to Python code I've written. 

Is Skulpt the right approach? Seems like it might be, but I don't seen any HTML GUI examples anywhere.
