How to Create a New Dataset Module

Hi James Bergstra,

I am interested to the skdata module that you develop for python programming language. 

Now, I am developing a data set for my research. It is mentioned that skdata is not intended to provide machine learning algorithms. If I want to embed preprocessing methods in my module; is it allowed? Is it allowed to add an additional library folder in my developed module to store a collection of function that can be called by users?
