SBT with an external Ivy file. Why do the tests not compile?

Hi,

I've created this GitHub repo to demonstrate an issue I'm having with SBT when using an external Ivy file. For some reason, SBT tries to compile the tests without other sources on the classpath, which of course fails.

This is a very basic build, so I wouldn't be surprised if I'm just doing it wrong and there's a simple fix.
