Missing scala-library.jar and plugin cross-building

Trying to port over sbt-cross-building to sbt 0.13 I'm getting the attached error.

I guess it's related to the new native plugin cross-building support in 0.13 conflicting with what sbt-cross-building does. I will try to track it down but if someone has an idea which change would have caused it I'd be thankful for a hint.

Ok, I guess it's my overwriting of `allDependencies` for which I need to port the changes related to the new scala tool discovery in sbt 0.13.

That was it, porting changes from `allDependencies` solved the problem.
