Unable to view manifests

In the admin, when I click on "Manifests -> View Stable", I get a 500 error.  It looks like the Manifest table is missing from the datastore?

This is ~expected (even if not ideal) when setting up a brand new instance, until you upload a package and add it to the stable manifest.  Manifests are created only when a package has been added to them.

Have you uploaded a package and added it into the stable manifest?
