ERROR: Missing local Software Update catalog

Hello again,

A colleague is trying to install Simian on a computer and the installation was successful and the client checks into Simian but when you it tries to update it never does.  It logs out and tries to install but nothing does install.

I had the UI upload the log and I think I found the pertinent error: 

ERROR: Missing local Software Update catalog at /tmp/munki_swupd_cache/content/catalogs/local_install.sucatalog

I've tried googling the issue but the only thing I've found is in the Munki google group. Has anybody had this issue before or better yet know how to fix it?

Not on vacation, but a little overwhelmed with the day job.

We've seen this on a very small portion of our fleet, but haven't been able to reproduce it.   IIRC, it was only occurring on a small fraction of newly imaged machines, during the first execution.  

So long as '/Library/Managed Installs/applesus.sucatalog' exists on disk, the rest is up to Munki.  If that does exist, please have a look at some of the various threads on munki-discuss where this same error is reported to see if there is any helpful troubleshooting tips.  If the applesus.sucatalog does NOT exist on disk, then this is Simian related, but then you would likely getting some preflight error output (i.e. "MunkiDownloadError getting Apple SUS catalog.").

It looks like there's a couple of cases where this method would exit before the catalog is created; I've submitted a pull request to add coverage for one: https://github.com/munki/munki/pull/533

Has anyone else narrowed down the root cause of this issue?
