FieldList function consistency

One thing that has always bothered me about the FieldList functions is the how inconsistent the implementation is.

addFieldToTab($target, $field) vs insertAfter($field, $target)

I'm used to now, but as a novice developer this caused so many headaches. This probably isn't a 3.x change but I think it's worth exploring for a future full version release
