RFC: Use GraphQL/Apollo for structured data access in the CMS

Web services (APIs) are becoming more important in the CMS as we switch to a more frontend-driven UI with React.

GraphQL is the new kid on the block challenging REST principles, and I think is a great fit for our use case and wider ecosystem.

We're looking for feedback on this approach - if implemented, it will become a fairly fundamental part of how you can expose data from SilverStripe.
