Shiny app execution issue in RStudio

Minor issue in running shiny apps in RStudio.  Returning to shiny programming after a few months away with R, Shiny, and RStudio upgrades to latest versions intervening.
When executing a shiny app using the "Run App" button in RStudio, a 12 sec delay occurs with a popup tab saying "Checking Installed Packages".  Apps run fine, but this delay is very annoying when developing code.

Executing apps from R console command line (in RStudio) with runApp() or shiny::runApp() does not produce this.

What do I not understand?  Is there a way to at least prevent the repeated execution of this package checking?

Environment:
Windows 7
RStudio Version 0.99.441
R 3.2.1
shiny_0.12.1

Updating RStudio tot he latest daily build or the latest stable release (.467) solved the problem.
