new feature: did you move the map?

We've noticed that some Shareabouts maps have a few places that are incorrectly located, because users don't realize they can move the map to accurately place the location. Not everyone is going to be comfortable with slippy maps, but we think this failure rate can be lower.

To that end, after some testing and thinking, we've added a new prompt that warns users if they are leaving a submission without moving the map first. Until the map is dragged, this message won't clear and the place can't be added.

Please roll this latest release (3.11.17) into your maps, and let us know what it does for your accuracy rates! We're still experimenting with language and the workflow, so all feedback is appreciated.
