Sereal::Splitter to master

Hi,

I've added $topic.

It'll return chunks of a sereal encoded ArrayRef, one by one. It takes
as argument an approximate chunk size, and a custom header structure
template, where the number of elements will set and the custom header
injected in each chunks.

The code is not perfect but it works with acceptable speed, and not too
much memory leak (I think).
