java.lang.Error: Properties init: Could not determine current working directory.

I use selenium server, and from time to time it keeps hanging and you can see in logs error that it can't determine current directory.

What may cause it and how to fix it?

I have same error - but inside oracle pl/sql java execution. How to fix it?
