I think you can proceed with selenium with Siebel CRM. But it will be headache for scripting scenarios

 as I know Siebel is very BIG app and APP response is very slow.. But you can efficiently test it using Selenium[Web driver].

I am not familiar with Siebel CRM app, but the fact that you've mentioned that it uses a lot of ActiveX, it tells me that you will not be able to test Siebel with Selenium alone since Selenium can only test HTML/Javascript app but not Active-X.  You will need other means to test Active-X component. I can share one specific product you can use to test both HTML/javascript and Active-X together if you send me a private message.

Check out TestOptimal, it allows testing web app in conjunction with Windows app component like active -control as well as db and websvc all in the same script.
