driver.manage().window().setPosition and .getPosition, also .setSize and getSize, difference

I execute driver.manage().window().setPosition(1060,200), but .getPosition() returns (938,34); similarly, .setSize(960, 720), but .getSize() returns 1200,900).

To answer your question, many details are important:

* Which version of selenium.jar are you using?
* Which webdriver?
* Which browser (and version)?
* Which operating system?
* What is you screen/desktop resolution?

* Which version of selenium.jar are you using? selenium-server-standalone-3.3.1.jar
* Which webdriver? ChromeDriver using chromedriver.exe
* Which browser (and version)? Chrome Version 59.0.3071.115 (Official Build) (64-bit)
* Which operating system? Windows 10
* What is you screen/desktop resolution? width=1920,height=1080
