New Ruby gem owners

Hello,

After discussing with Andreas I've decided to give push permissions for the Ruby gem to Titus Fortner and Alex Rodionov. They're the current maintainers of the watir-webdriver gem and have been doing great work there.

They're available on IRC as titusfortner and p0deje. They'll be working with the Selenium repo through pull requests for the time being.

If any existing commiters would like this permission, let me know your email on rubygems.org and I'll add you to the gem.
