Seafile port problem

I tried to set up my seafile server, which works perfectly, but local.
I followed this tutorial:

but still can't access my seahub using the dyndns ip.
projektserver.noip.me:8000/home/my/
When i try this page using firefox/google chrome it says it took the server too long to respond/give an answer.
Are my ports opened correctly? Any ideas?
