Speed up start up time?

I'm not sure if it is just us and our current setup, but we have ~700 repos right now and when restarting the SCM service I see it runs a health check on the repos.  Is there any tweaks or options on speeding this up short of not doing health checks?  It takes a few minutes at this stage for us with a decent amount of resources dedicated to the VM we are running.  I haven't watched our resource usage but I would probably move some SSD's into our SAN as a possible next step.

We do archive's every quarter.  Our archives are actually moved to another server, so the ~700 repos is active/live data.
