Pre-commit hook

I'm wondering if the below is possible on a pre-commit hook for SVN: 

# Allow user to modify their own (and only their own) log messages for upto 3 hours after the initial commit

# Don't allow a change of user

At the moment, it just denies everything. 

I've tried editing the "pre-commit.tmpl" file, renaming it "pre-commit" and making it executable, but it doesn't seem to work, even when the contents are just "exit 0". I get a "UNCHECKOUT" error (same as when the file doesn't exist)
