SVN path-based READ permission

I understand that the pathwp plugin only supports write permission control and doesn't support read control.

Is this a limitation of the plugin or of svn-kit itself?  Is there a way around it that doesn't involved having to split the repo into several smaller ones?

Just to follow up, I dug through the tickets on github and apparently it's a fundamental limitation of scm-manager that can't be easily resolved.
