.hgrc config when installing from debian packages

Hello,

I used previously scm 1.22 with a dedicated user. I enabled an extension using the .hgrc file of the user that run scm-manager.

Installing the last version of scm-manager on a new server using the debian package where should I enable this mercurial extension.
- /etc/mercurial/hgrc : I'd prefer not...
- creating a /home/scm for that ?
