Hello,

Packable is used by nmatrix as a run time dependency. The author does not want to maintain it anymore and has granted us the necessary permissions to maintain it under SciRuby.

I've forked it here: https://github.com/SciRuby/packable

It might need some upgrade for ruby 2.3.
