For GSOC 2017, I would be interested in building bridge library for the scikit-learn. Please suggest how to proceed.

Have you done any research on this yourself?

Kenta Murata is the mentor for this project and you should get in touch with him. Have a look at his pycall.gem and matplotlib.gem libraries. The scikit-learn bridge will be something based off that.
