For now, the issues tracker is still with @minad, unless he wants to move it:

Hi all,

thanks John for moving. I would like to migrate everything including
the issue tracker.

It would be great if some people are interested in contributing to this
project during the GSOC. There is a lot to do since IPython is becoming
more and more language agnostic (they also changed their name to Jupyter
at some point). Take a look at the GSOC wiki page! I am looking forward
to any feedback!
