directed to "black budget", and on what basis do you come up with that

My understanding is that a certain fraction of the budget designated as
"military" is devoted to "black" operations and isn't line-itemed
publicly but is in that pie chart. You are claiming that there is extra
expenditure by the government completely outside of that pie chart.
