The origin of the cosmic rays was never been precisely predicted. But i think, there is a chance, that it could be emerging from the dead centre of the Universe.
The fact that, we have an accelerating universe conflicts with this idea. But, there's also a gravitational force trying to hold back these matter. Recent studies have shown that, the universe is expanding in an accelerating speed. But since, there must be a gravitational force acting against it.
This force must be so strong that, atoms are only allowed to exist in a very limited volume. This force will most probably enough to press the electrons in the atom to the nucleus. So when this transition happens, according to planck's quantum hypothesis, the transition will emit radiations of high energy. This energy<photons> interact with the matter in the universe and exchange energy. These exchange in energies helps the alpha, beta, positron particles to have high energy.

-13.6+<infinity>=hf;

So, initially the photon must have infinite energy. It fades during the interaction with matter in the Universe.
