Scala 2.12.0-RC1 planning

Hi,

This is last call for pull requests for 2.12.0-RC1! For the 2.12.0-RC1 milestone, we'll only accept changes that could not go into 2.12.1, and your PR must be in the queue by July 19th (target the 2.12.0 branch, which will be created soon). We expect we'll need about 2 weeks after that to review and merge all PRs. After this time we won't accept any new PRs for inclusion in 2.12.0. Development for 2.12.1 continues on the 2.12.x branch. Before branching 2.12.0 from 2.12.x, we'll merge existing PRs that can go into the RC.

This approach is motivated by our policy to avoid any changes in 2.12.x releases (for x > 0) that directly or indirectly affect binary compatibility with 2.12.0 (changes to type inference, erasure, and of course binary incompatible library changes). This is to ensure that you can safely mix-and-match projects compiled with any 2.12.x compiler (the _2.12 binary cross-version can safely ignore the last digit).
