state.sls won't exit test mode

When I run a command similar to,

  salt-call state.sls mystate pillar='{"foo": "bar"}' saltenv=dev

it runs as if I had passed test=True. Appending test=False to the line
results in an error message containing,

Passed invalid arguments: sls() got multiple values for keyword argument
'test'.

Followed by the usage message. Same thing happens if I run this from the
master. Is this a known bug or am I missing something? If so, is there a
work around?

I should add that this is salt version 2016.11.9 (Carbon).
