Did you download a binary or install from source or even the package management system on fedora? The report says you have Fedora 26 but sage only has fedora 25 binaries on its website. So if you downloaded that binary then that is probably the cause.

It looks like you hit this bug:

You need to install psutils:
$ dnf install python2-psutil

I also had to install Singular-devel to get sage to start:
$ dnf install Singular-devel
