blog site user's posts copyright question, whose content is it anyway?

I'll cut to the bottom line and spare you the intro Can I make my users posts my own content? I wanna put a copyright footer on every page, I guess each users blog should be copyrighted to them but before I assume I'm out of luck on that I thought I'd ask

The presence of a copyright footer makes no difference to who owns the copyright. The author owns the copyright and the only way you can take it is if they sign it over to you. You would need to make that clear in the T&C and (at least in the UK) I think you would have to make sure they explicitly agree to it.
