ruby version 2.3.0p0 Inquiry

I am new to Ruby on Rails and I need help :

Version of Windows : Windows 7 (64 bits )

I need to install Ruby version 2.3.0p0 and Bundler version1.15.1   and I could not find it in this https://rubyinstaller.org/downloads/  .

Moreover  Bundler version1.15.1     how can I install it from this link http://bundler.io/v1.15/bundle_version.html

I will be grateful if you help me .
