https://rubygems.org is not working in Iran

I'm having problem downloading gems through https://rubygems.org/ source recently, there was no problem about 2 weeks or 3 weeks ago.

Now I'm using https://ruby.taobao.org/ source and it works fine. but what happend to rubygems.org?

what's the problem?

Have you guys added Iranians IP to blocked ones?
