RFC: Better documentation for signing gems

I just built and distributed my first cryptographically signed gem, and
found information lacking, so I blogged it:

I'd love to contribute this back to the
guides https://github.com/rubygems/guides but thought I should check first
if there's any interest, or if there are fundamental errors in this guide.

Hmm.. appears someone already put a link to a different blog post of mine on there, ha!

But I do think it should be in the publishing section, no? Not just in an external link?

Following on this PR, I created an RFC PR for a rubygems guides security
page https://github.com/rubygems/guides/pull/68

The PR is currently just a skeleton to foster some discussion of what
should be on the page, layout, and ordering in the guide
