I've spoken with the guys at Aelogica about this, and I have expressed interest in volunteering to organize a Ruby conference here for 2013, if the local community supports it. By support I mean that a core team of about 5 volunteer their time to organize this, and a support team of at least 5.

Who would be willing to devote time over the next year to work on this?

This looks really promising. Would we be getting some foreign folks to participate/talk, or will this be a totally local affair?

I suppose that's entirely up to the organizers. I personally prefer some international speakers to join.

I would aim to attract some foreign speakers and attendees to join
with
locals.

How big the foreign contingent will be depends on what we do over the
next year but I am certain with some work we can get a few quality
foreign
speakers. This will be a PR opportunity for Philippines and
Philippine
developers within the broader community. It will benefit everyone.

I'm willing to help. We should discuss this during the meetup next
month or even earlier.

Great! And don't worry to those who've expressed interest -- this is not set in stone. I'd like anyone who is interested to know (including myself) first what they might get into before committing. If it's alright with the moderator/s of this group, I'd like to keep the discussion of general stuff about the conference in this group. It'll help pique the interest of more people. When it comes to logistics, we'll move off-list.

What do you think about meeting in a Google hangout before the next meetup so that we have something to present to the rest of the attendees? This can be a brainstorming session about what we picture the conference to be. It'll be a good starting point to figure out how much work it'll entail.

Me and other devs from my circle also wish to be part and lend extra muscles on this.
Let's get it started!

I'd volunteer. I'm guessing there are a lot of companies that will be
willing to help organize this thing as this will be beneficial to
most of them.
