Bundle install error "uninitialized constant Gem::Security::Policies"

I just upgraded to ruby 2.0.0-p247 and Rails-4.0.1.

When I run 'bundle'  it gives me this error:

.....rvm/gems/ruby-2.0.0-p247@rails_4.0.1/gems/bundler-1.3.5/lib/bundler/rubygems_integration.rb:172:in `security_policies': uninitialized constant Gem::Security::Policies (NameError)

I didn't find any solutions in my googling around.  Any of you guys run into this issue and a solution for this error?
