why rails new failed with ssl related problem, somebody told me it is cause by bundler, so how to solve the problem?

This error isn't a bug in Bundler, it indicates that an HTTPS connection to the rubygems.org server failed. There could be a number of causes, ranging from a broken Ruby installation to a configuration issue on your network. If the error happens repeatedly, you should check your network settings (for example, if there are blocked outbound ports or required proxies).
