OptionPage only for specific layers

Is it possible to show an optionpage only for specific layers.

Like the "Products & Features" build in optionpage from ReSharper that is only possible to edit on the "This computer" layer. The only difference i want is an optionspage for the solution layer.

Do you mean that you want to only write to the per-solution .sln.dotSettings file, or that the options page is only available when there is a solution?

Both would be great.

But it would be enough that the option page only saves to per-solution file.
