Feature request: Return parameterized http error

Hey Jeff, RequestBin is quite nice and it helped me test a few things not easily possible before.

I understand the scope of RequestBin is to inspect requests, but today I wished that it would also return some HTTP status code based on parameters.

For example:
http://requestb.in/oh0b?reqBinReturnStatusCode=500 

would return a 500 error.

I would use this to test how a HTTP Client handles HTTP errors.

Another parameter I could use is setting a response time to something like 3 secs, so I can also test the request timeout. 

Unfortunately I don't know Python otherwise I would fork and implement it myself.

Either way, thanks for providing such a nice service.
