[Performance] How many cpu for this situation ?

Recently, we have some performance issue,

1. HTTP Web show Groups/Projects list and change slowly

Because we have the complex permission, the manager often add user to group.

But , they click the group to show it slowly.

=> I had to add cache config at etc/gerrit.config

2. How many cpu for this server?

Our gerrit server's live thread is about 3000-4000. Now , i have 56-cores cpu for it.
