[Announce] Adding new maintainer of the ITS-Jira plugins

Hi all,

I am glad to announce that I have added Hector Caballero (Ericsson) to the list of the maintainers of the ITS-Jira plugin.

This is my way to thank Hector and Ericsson for the constant effort in improving the Gerrit-Jira integration in the past 2 years.
